Parramatta Light Rail

The Parramatta Light Rail (PLR) was one of the NSW Government's major public transport projects, it was part of a record $93 billion infrastructure program across the state. PLR Stage1 will connect Westmead to Carlingford via the Parramatta CBD and Camellia and will run for 12 kilometres, with 16 stops. While the future PLR Stage 2 will connect Camellia to Sydney Olympic Park (SOP) running for an additional 12 kilometres and 14 stops.

Solution

Stage 1
The CPB/Downer Joint Venture engaged us to provide Engineering Management for the tender design. Further to successfully winning the Stage 1 contract, we were retained to deliver Engineering Management during the mobilisation of the project delivery team.

Stage 2
We were engaged by Transport for NSW (TfNSW) to assist in four critical aspects of the Stage 2 project.

  • Feasibility Design — our team provided several Engineering and Project Management resources to identify the best procurement and delivery strategy for the feasibility design under a restricted budget and tight timeframes. We led a project delivery team that produced technical and contract documents for tendering, evaluated tender submissions and negotiated the award of six (6) separate design contracts.

We then proceeded to manage the development and delivery of all design packages, ensuring all interfaces were identified and addressed, were fit for purpose, key stakeholders were consulted and it supported the Planning Approval process.

  • Utilities — our team led the production of technical and contract documents for tendering, evaluated tender submissions and negotiated the award of the investigation works contract.

This step included managing the on-site delivery of the investigation works, including community and stakeholder engagement and environmental and safety management. The investigation works identified major utility clashes along the route that required mitigating.

  • Constructability — our team developed schedules, programs, staging plans and a constructability report to support the construction feasibility of the design. Not only did this consider the construction of rail assets but also roads and significant structures over the Paramatta River.
  • Final Business Case (FBC) — once the feasibility design and constructability report were complete, we played a critical role in the development, preparation, and submission of the project FBC and the INSW gateway review process.
